Then who does compile and submit crime statistics?

Looking at the stats the calls for serious crime is elevated. It is the chief who submits the stats, but the mayor has to sign off on the report first.

The Mayor doesn't sign off or read any report filed by the Police. He gets a weekly Police log of criminal activity and he decides what and what doesn't go in the newspaper and he would have the final say so.
