Christmas decorations in March?

My family and I just moved to Naperville in August from Philadelphia and we love it here. However, I have to say that I am astonished by all of the houses that still have their Christmas decorations up! We see them everywhere we go. Am I missing something or are people that lazy? It looks awful and quite trashy. I'm surprised Naperville doesn't have some kind of ordinance. It's embarrassing!
